Questions: I need to know what I should do about this situation!!!?

Thank author of this post/commentOk, in 2003 someone at H&R block told my fiance that he had to pay state tax on ALL of his income because he worked in Oregon for 2 weeks out of the year. They told him if it wasn't for those two weeks he wouldn't have to pay because Oregon has income tax and he wouldn't have had Oregon income. So he just stopped working his pt job in Oregon. He fishes in Alaska and works shipyard in Seattle at the end of the season. Neither state has income tax. they have sales tax. He is always gone during tax time and hadn't filed for a few years when I met him. His previous gf was supposed to help him with it but didn't ever do it. He does get federal taken out of his pay but they don't withold state tax for him. So all these years he had assumed he didn't have to pay state but of course since he lives in Oregon that was wrong advice. I filed all of the years for him and he ended up with owing a pretty large amount-about $18, 000. Well he wantede to look into a settlement and kept waiting till he would have a lump sum of cash or just didn't want to face it. With the extra years and the penalties he is now owing $50, 000 which will almost double after April 15th. He finally gave me power of Attorney over the taxes and told me to handle it for him. I have looked into some of the laws and talked to an attorney but was told that Oregon is notorious for NOT negotiating and that hiring an attorney is not cost-effective for what little they might be able to get taken off. I guess federal taxes would be a different story , or even another state. Basically I am scared to death to make the final decision oon whether to just set up a payment plan or try to fight them since he went to them and wasn't trying to evade taxes or anything. He is honest and would never lie to them but they are being so rigid! Is there anything I can do to try to get it down to what he originally owed or at least close?? It just seems so unfair to add so much on when he could have probably just lied and used a was
