Project Cycle Management Long-term training strategy and plan implementation/Employee Training and Development Plan Design and conduct orientation programmes for new officers joining the project. Assess the impact of training offered and offer recommendation where there is need for more intervention/remedial training Develop concepts for dialogue on voter and civic education for implementation by the District Civic Education Officers. Assessment of District Officers implementation of civic education activities through periodic field visits. Take part in the Monitoring an Evaluation of the project Activities Preparation of the Programme Estimate Document/Project Proposal Document Facilitate dissemination of civic and voter education information on the electoral process in areas such as registration, voting procedures, campaigning, electoral law and ethics; Design and organize training programs for nice staff, cooperating partners and other target groups. Plan, administer, direct and co-ordinate the Civic Education activities of the regional and district offices on matters of content focusing on cultural relevance, political sensitivities and economic prudence. Development of Community Training Manuals in Civic and Voter Education. Designing of the IEC materials for Civic Education activities Support PMU in organizing national and international conferences. Financial Management Assist PMU in the production of quarterly and financial progress reports especially from the Training Department. Monitoring and Tracking the Training Budget and Work plan Preparation of operating budget for training. Implementation of individual training and developmental programs, by coordinating internal and external resources in regard to planning, developing and delivering courses. Responsible for contracting and coordinating outside training services. Human Resource Management Maintain current understanding of related industry and training related fields. Training Needs Assessment for staff and coming up with appropriate activities to address the performance gaps. Coordinate approved programs with in-house resources and needs of departmental personnel. Participate in Staff Performance Appraisal Conducting regular training needs assessments for the MHRYN staff. Lead person in the project partnership arrangements with different organizations Lead/Conduct training of personnel for selected course subjects. Develop, codify and maintain department standards and procedures. Recommending appropriate educational and developmental protocols and procedures to management. Focal point in recruiting, hiring and training of MHRYN staff. Project Partnership Development with Civil Society Organizations (CSOs) and other Non State Actors (NSAs) Recommending to management of the strategic organizations with which MHRYN should collaborate with in the civic and voter education. Responsible for the projects financial commitments to partner organizations. Periodic monitoring of the Partnership activities. Enhancing the partnership that the project has come up with. Coming up with the budgeting for activities the Memorandum of Understanding with partners. Manage the funds given as grants for joint activities with partner organization Representing MHRYN in forums organized by the partners. |
