Formal education or skills and why? It depends on the context............... Formal education is - usually - broader, that is, consisting of a number of general subjects and some specific subjects. Some skills are nearly impossible to learn (like 'cold reading' and other tricks so-called psychics use) unless you have the innate ability for them. The problem with skills is that they can make you a 'one trick pony'. All in all I think that, if I were an employer, I would prefer it if someone had a certain minimum level of formal education AND the specific skills required for the job. To have a skill is to take advantage of people with certain needs: to have a formal education means you can take advantage of people with skill AND those with needs.
