Country Programme Director - Haiti Role: Country Program DirectorSalary: £33, 350 including monthly hardship allowance Travel: All flights and visas will be provided by the charity Accommodation: Accommodation within the charities staff house (no cost) Vehicle: House vehicle supplied for use Benefits: 30 days holiday, medical and travel insurance, pension Location: Port au Prince, Haiti Responsible To: Emergency Programme Coordinator, London until April 2012 and then to Regional Representative, Latin America Regional Development Centre Responsible For: 2 international programme and finance staff and approximately 30 national staff Contract: 1 year (with possible extension) with regular travel outside of Port au Prince. Key Relationships: Programme Officer (London), Regional Representatives (Latin America and Caribbean), National and local government, national and international NGOs and donors. Overall purpose of the job To be responsible for the development and management of the charities country programme in Haiti and support the Emergency Programme Manager in the implementation of the charities Emergency Programme. Job Content/ Key Tasks • To produce and implement a three to five year strategic plan for the development of the Haiti Country Programme and Annual Plans to implement the strategy • To represent the charity programme to government ministries and authorities, UN agencies, NGOs and donors and promote the charities corporate objectives • To develop a good working relationship with relevant government ministries and departments in Haiti to enable the development of the Charity programme • To create and maintain a sound institutional funding base for the programme by engaging with institutional donors at country level, developing proposals and managing donor relationships • To manage and provide support to the Emergency Programme Manager whilst allowing them reasonable autonomy in the management of emergency activities • To support and enable a learning approach, with communications a core activity, in which experience gained in Haiti is documented and shared within the charity network and with other relevant actors, and vice versa. • To oversee and control the charities International finances in Haiti, including ensuring financial planning, monitoring of expenditure and preparation of monthly accounts • To be responsible, with support from LARDC and the UK, for all aspects of staff management including recruitment, security, performance management, pay and reward and staff development • To ensure appropriate security policy and processes are developed and implemented for all charity programme staff and ensure the security and maintenance of charity International property, including vehicles, accommodation and equipment. • To liaise closely with the charities Secretariat in London and Regional Offices in Latin America and the Caribbean. • The post holder may be expected to undertake additional tasks from time to time, commensurate with grading and status. Candidate Requirements • Substantial experience of programme management in challenging development contexts, including resource, financial, HR and information management. • Demonstrated experience of donor engagement. • Demonstrated experience in preparing funding proposals and reports for a range of donors • Direct experience of project appraisal, assessment, monitoring and evaluation methodologies • Commitment and ability to foster and support capacity building in own staff and of national partners, including experience of managing teams of international and national staff, across different sites • Fluent written and spoken French and English and the ability to write clearly for a wide range of audiences • Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range of people and organisations (including government) at all levels with tact, diplomacy and sensitivity to cultural differences • Numeracy and ability to prepare and monitor budgets and accounts • Ability to work to agreed deadlines • Ability to think analytically and plan strategically. • Excellent presentation skills.
