Position : HSE Inspector
Base Location : Pasir Gudang, Johor, Malaysia
Start date : April 2009
Duration : 2 years (April 2009 until April 2011)
Mandatory requirement : Fluent in Nepali
Exp in oil and gas : Minimum 5 years
Qualification required : Any HSE Certificate
Skills and competency levels
Understand HSE Management Systems.
Understand Material Safety Data Sheets.
Working knowledge of Safe Practices in the applicable manufacturing process.
Understanding of statutory obligations.
Task Descriptions
1.
Report directly to the Project Execution HSSE Lead and dotted line to the Company Site Representative (CSR).
2.
Act as the Site HSSE Supervisor for the Gumusut Deepwater project related activities and assist/support the CSR on all HSSE matters.
3.
Familiarize with applicable SHELL HSSE Manual, Specifications & pertinent HSSE International Codes & Standards.
4.
Review Contractor, Subcontractor, Vendor and Supplier HSE Manual, project HSE program, HSE procedures and verify the compliance to COMPANY HSSE policy and requirements. Verifies operations are conducted in accordance with CONTRACTOR and COMPANY HSSE policies and procedures.
5.
Attend contractor HSSE meeting. Cascade lessons learnt, drive project HSSE requirement and act as conduit to raise relevant HSSE issues for discussion.
1.
Verify the Permit To Work system is implemented and comply with the established procedure & guidelines.
2.
Review / assist contractors on preparation of JHA and HAZID. Ensure safe working practices are implemented.
3.
Provide coaching in hazard identification skills and safe working practices. Influences PERSONNEL in their behaviors to promote a safe working environment. Disseminate HSSE lateral learning's with base personnel and contractors.
1.
Takes part in incident investigations and prepares reports. Follows up specific HSSE action points.
2.
Support CSR/Contract Holder in driving Contractor HSSE Plan implementation.
3.
Check/verify the effectiveness HSSE program implementation in the yard, offshore facilities and other location specified by the COMPANY.
4.
Promote and practice Safe Working Culture at all working sites and inform COMPANY of any deficiency or improvement scheme for contractors & subcontractors to implement on day-to-day activities.
5.
Prepare monthly HSSE KPI reporting and STOP cards analysis, unsafe act / condition submission. Coordinate and ensure timely submission by contractor.
6.
Perform Daily Surveillance walkabout to identify any unsafe acts or condition and ensure those unsafe conditions/acts are rectified immediately or timely.
7.
Participate in all Incident investigation and assist the investigation team to determine the root cause and preventive actions.
8.
Report all incidents to near misses observed at the working sites.
9.
Follow up on HSSE issues with relevant contractor personnel to ensure closeout.
10.
Verify HSSE documentation to ensure the records are complete, consistent and comply with Shell HSSE requirements.
