The Pakistan Poverty Alleviation Fund (PPAF) represents an innovative model of public private partnership, sponsored by the Government of Pakistan and funded by World Bank, International Fund for Agriculture Development (IFAD), German Fund for International Development (KfW), United States Agency for International Development (USAID) and other leading donor.

The most devastating earthquake hit Northern Pakistan on October 8th 2005. PPAF being the apex poverty alleviation institution of the country played a major role in earthquake relief. Soon after the relief phase, PPAF was allotted 34 Union Councils by Earthquake Rehabilitation and Reconstruction Authority (ERRA) in NWFP and AJK to carry out rehabilitation and reconstruction (R&R) work.

As Associate Field Engineer’s responsibilities in earthquake affected areas are as follow:

• To act as engineering consultant and technical representative of PPAF at different forums.

• To design the controlling and monitoring mechanism of construction related technical activities.

• To monitor the civil engineering related aspects of housing construction phase.

• To develop and execute procedures/systems to mitigate the conflicts between house owners and Social Mobilization Teams/Partner Organizations regarding damage assessment, housing construction, certification etc.

• To develop weekly and monthly progress reports of construction activities.
